I finished the Quest at level 50 and saved Kent but he just sits in his chair giving me the same line over and over again saying he has no upgrades ready and the radio station never comes on. I am currently level 51 with maxed out skills in Armourer, Science, and 1 LVL in Robotics Expert and I have yet to be offered an upgrade no matter how long I wait or how many quests I complete. If someone still doesn't have the upgrade can you verify if you have the Armorer perk (mine is at level 3)? I don't know if there is someone out there that can confirm whether or not the Armorer perk and the Shroud Armor upgrade are related. After putting 3 points in the Armorer perk, I got the radio station within a couple hours or playing. All of which I had 0 or 1 point in previously. So far, playing the robot DLC, I have invested points in Blacksmith, Armorer, Science, and Robotics Expert. I think maybe it has to do with the Armorer perk. Today, seemingly randomly, I got the Shroud radio station telling me that my upgrade was available. I was never able to get the upgrade even though whats-his-face is back in the memory den.
